Our mission at the Wyoming NORML Foundation is to foster a comprehensive understanding of cannabis and its potential through public education and advocacy. As a 501(c)(3) non-profit organization established in 2024, we are committed to promoting informed and balanced discussions about cannabis policy options. We believe in the power of knowledge to drive change and shape a more equitable future. All contributions to our cause are tax-deductible, directly supporting our efforts to enlighten, engage, and empower.

About Us
Meet our Acting Executive Director, Holly Butler. A proud member of the Northern Arapaho Tribe from the Wind River Indian Reservation, Wyoming, Holly brings a wealth of experience and knowledge to our organization. She has a distinguished military career, serving honorably for 20 years, including two combat deployments. Holly’s leadership skills have been honed through numerous development courses during her military service.
Holly holds a Bachelor of Science Degree in Business with a major in Information Systems, and a Master of Science from the University of Maryland’s School of Pharmacy in Medical Cannabis Science & Therapeutics.
In addition to her role with us, Holly is a successful entrepreneur. She is the Owner/Operator of Tribal Hemp Co., a retail CBD/N/G product provider, and Anubis Communications LLC, a media company. She is also the Managing Owner of Rez Dog Ranch LLC, the Butler family ranch.
As a Wyoming native, Holly is deeply committed to serving her community and advancing our mission. Her unique blend of leadership, academic knowledge, and entrepreneurial spirit make her an invaluable asset to our team
